The Bureau of Sub-Corporeal Defence (BSCD) is a bureau of the Kjanuan Ministry of Science responsible for the study and management of extra-dimensional anomalies. President Yukimori Maeko established the BSCD on December 12, 1981 to replace the Bureau of Special Circumstances (BSC).[1] The BSCD’s existence is top-secret and the bureau’s activities significantly influence the Kjanuan government's decisions.[2]
The bureau is led by the Council of Mores, three extra-dimensional entities residing in The Heart Which Wanders. These entities direct the bureau through regular communication with Utopian-side employees. The BSCD maintains 22 terrestrial facilities, one lunar facility, and two orbital stations.[3]
The bureau researches other dimensions, their inhabitants, and their influence on utopian affairs. Additionally, the bureau is responsible for maintaining the secrecy of sub-corporeal connections from civilians, other governments, and even other anomaly divisions.[4] The BSCD differs from other national anomaly agencies by limiting its focus to the “extra-dimensional, sub-corporeal, and the unreal”.[5] In practice, this results in the BSCD passing tangible anomalies to allied agencies, including Suppress. Secure. Study. (SSS) and the Strathspool Secret Intelligence Service (SSIS).[6] The bureau seeks to understand the extradimensional benefactors it has encountered, often putting it in direct conflict with the Commonwealth’s Sub-Directorate of Anomalous Occurrences (SDAO).
The BSCD traces its origins to the Special Conditions Unit (SCU) of the Kjanuan Army. The SCU was founded in 1923 as part of the army’s reforms, serving as an elite division trained for all situations including combating anomalies.[7] Recent research has revealed that the military high command in Modagami had likely been subconsciously influenced by the Council of Mores to form the SCU.[8] Other reforms also point to sub-corporeal influence, including an unimplemented nuclear weapons research program based on the birth of Tazananeetch (Do you smell the lilies?).[9] The SCU was disbanded in 1939 following the disarmament of Kjanu in the Treaty of Tiboria and a new agency, the Bureau of Special Circumstances (BSC) was formed to serve as Kjanu’s anomaly division.
The BSC retained many of the same leaders as the SCU but shifted its focus to researching anomalous activities within Kjanu.[10] The BSC maintained a “veil of secrecy”, preventing any anomalous information from reaching the public while emphasizing the free study of anomalies.[11] This status was maintained until December 12, 1981, when a research team in Modagami encountered the Council of Mores and The Heart Which Wanders. Shortly after, the bureau’s headquarters in Etsuyoki exploded in an inferno of cross-dimensional energy that destroyed the entire Ministry of Science building.
In response to losing almost all anomaly-related talent and fearing a hostile anomaly, President Yukimori Maeko created the Bureau of Sub-Corporeal Defence, with herself as its temporary executive.[1] The BSCD was given extreme discretion to take decisive action to protect Kjanu from the forces behind the destruction of the BSC.[1] However, following the creation of the BSCD the research team in Modagami reported contact with the Council of Mores to President Yukimori and the BSCD. The Council of Mores claimed responsibility for the attack and offered their guidance to Kjanu to avoid future damage.[12] In response, President Yukimori signed the BSCD to the Council of Mores, granting the extra-dimensional forces complete control.[13]
The events of December 12, 1981, known internally as “The Day of Awakening”, greatly affected the Kjanuan government. In order to cover up the destruction of the BSC, the Kjanuan government blamed the event on a Luddite terrorist attack (see 1981 Etsuyoki Bombing).[14] The Kjanuan government was initially skeptical of the BSCD’s new leaders, but following the rapid discovery of new anomalies and the advancement of sub-corporeal studies under the leadership of the Council of Mores the government grew to appreciate the partnership.[15] The previous 77 anomalies under the control of the BSC were distributed to allied anomaly divisions as the bureau shifted focus to extra-dimensional forces.[16] The rapid expansion of the BSCD and the discovery of multiple sub-corporeal powers across Northern Utopia in 1982 led to multiple BSCD bases being established in allied nations under the pretense of studying minor atomic discrepancies.

In 1992 the BSCD found a second opening to the Heart Which Wanders on the Moon in close proximity to New Shiraz.[17] Lacking infrastructure on the moon, the bureau reached out to the allied SDAO to help establish a base around the opening.[18] However, after SDAO operatives investigated the scene they became openly hostile to the bureau, closing the gateway and killing two Mores.[19] This marked the beginning of the Modagami-Progress Reality War, or the Fifth Sub-Corporeal War. With the establishment of Tsukuyomi in 1995, both sides agreed to an armistice. 34% of the BSCD’s staff had been killed in the war, leading to a decrease in bureau activity until the early 2000s.[20]
Throughout the 2000s and 2010s, the bureau expanded its reach further and encountered more extra-dimensional powers. The bureau became a main driver of Kjanuan policy, and by 2002 was directly responsible for 98% of Kjanuan legislation passed in the National Council.[21] Many leading politicians, and especially bureau employees, regarded the Council of Mores as divine beings. In 2008 members of the National Council proposed the name of the BSCD be changed to clarify the purpose of the modern bureau as “more akin to a divine body than a government organization."[22] Multiple replacement names were considered before being rejected as the cost of replacing bureau business cards was deemed too expensive.[23]
In 2021 the BSCD successfully opened a facility centered around a second gateway to the Heart Which Wanders on Sezu and began the process of transferring employees to the orbit of Berijis.[24]

The BSCD is organized into three directorates and 19 divisions in order to avoid the corrupting forces of each reality.[25] Each directorate is headed by a member of the Council of Mores, and each division maintains its own leadership structure and role within the bureau.
The BSCD cooperates often with allied agencies and maintains a strong international presence. Despite this, the scale of cooperation is limited as the bureau attempts to maintain the secrecy of sub-corporeal anomalies. In general, the BSCD presents itself as a specialized agency researching specific anomalies relating to an underlying, theoretical, metaphysical phenomenon.[26] The existence of extradimensional beings like the Council of Mores is left secret to other organizations, who happily accept exchanges of immediately dangerous corporeal anomalies in exchange for access to a seemingly theoretical anomaly relating to particle science.[27] Among the international anomaly community, the BSCD is often regarded as fanatics, with most citing “pity” as the reason for cooperation with the bureau.[28]
The bureau does not view other anomaly divisions as equals due to their lack of knowledge of sub-corporeal anomalies.[29] This view is extended to a near contempt for national groups like the Novoroyskan Department of Abnormalities, the Astani MonochromeFox Programme, and the Anterian Confederate Bureau of Irregularities (CBI) that limit their scope to specific geographic areas.[30] The bureau is openly hostile to the Commonwealth’s SDAO, and both organizations regularly engage in sabotage and espionage toward the other.[31]
