The Council of Mores is the head of the Kjanuan Bureau of Sub-Corporeal Defense (BSCD) and the top Kjanuan official on all anomalous activity. The Council of Mores is independent of the Kjanuan executive and legislative branches and often exerts significant influence over the direction of Kjanuan policy.[1]

The Council of Mores was established in 1981 to head the BSCD following the first contact between Kjanu and The Heart Which Wanders, in which Yukimori Maeko gave the Mores full control over the new agency.[2] The council is in charge of deciding BSCD activities and is analogous to the head administrators of anomalous agencies in other countries. The Mores determine the rules for membership in the council, with three current members on the council and two future members approved. The Council of Mores is generally regarded as the most crucial Kjanuan government body due to its influence over Kjanuan and international affairs.

The current members of the Council of Mores are Glaciers Melt Unto Aeons, Swirling Bands Under the Honeyed Moon, and Whispering Wind, Setting Suns.[3] The two mores approved for membership are Do You Praise The Rivers So and Spiraling Twilight In Dismal Infinitude, who will become members of the council when they return from death.[4]

History

The Council of Mores originates with the start of The Heart Which Wanders and the communion between the original three members.[5] On the Day of Awakening, Kjanuan members of the Bureau of Special Circumstances (BSC) reached The Heart Which Wanders and the Council of Mores, resulting in the destruction of the BSC and the founding of the BSCD. After the BSCD was founded, the Council of Mores contacted Yukimori and was given full control over the agency.

Duties and responsibilities

The Council of Mores is tasked with determining Kjanuan anomalous policy, including research, acquisitions, and suppression.[6] The Council of Mores must direct cooperation with foreign anomaly agencies, specifically handling the suppression of extra-dimensional phenomena from foreign governments. The Council of Mores is also responsible for appointing a forward-facing leader of the BSCD to act in their place when working with foreign agencies.[7] By doing this, the Council of Mores ensures the secrecy of extra-dimensional beings such as themselves.

As time passed, the Council of Mores has gradually accrued more functions of other agency heads, including the approval of research permits, the final say on diplomatic agreements, and proposing legislation to the National Council. The council's influence on the Kjanuan government is unparalleled in the modern day despite its secrecy. Many governing bodies report directly to the BSCD and the president jointly, and it has been argued that the Council of Mores is the ultimate determinant of all Kjanuan policy rather than the president.[8]
